The Federal Government has refuted media reports suggesting that it has banned open grazing across the country, insisting that no such policy has been announced.
In a statement issued on Tuesday, 25th November 2025, the Ministry of Livestock Development, through its spokesperson, Idi Mukhtar Maiha, clarified that the government is not outlawing open grazing but is instead pursuing a gradual and well-structured transition to modern ranching systems.
Mukhtar explained that Nigeria currently has 273 gazetted grazing reserves covering over 4.5 million hectares, and efforts are underway to revitalize, equip and make the reserves functional for pastoralists and livestock operators. He said the government is working closely with state governments to ensure the reserves become conducive for business and sustainable livestock management.
He noted that the transition plan does not abolish open grazing abruptly but aims to create viable alternatives that enhance productivity, reduce farmer-herder conflicts, and support a modernised livestock ecosystem.
“Pastoralists, like every other economic group, require a structured business environment. The grazing reserves provided by law are meant to serve as business premises for all livestock activities. Our responsibility is to upgrade these reserves and facilitate their proper utilisation,” he said.
The Ministry urged Nigerians to disregard misleading reports and rely on verified government communication channels for accurate updates on livestock development policies.
